Follow up investigation to track find in Rathbone witnessed in Steuben County, New York

This is an update on an original sighting reported in 1995. I am a researcher and have been following up on this. Below is the response I recieved from the NYS DEC investigator assigned to the original incident. Also enclosed is the original Corning Leader newspaper report on the incident.
